Does knowing a product's virtual water content help consumers make sustainability-based decisions?

It could, but only if consumers cared enough about water use to have it influence their purchasing decisions. Where I live (humid, hot) water isn't even on the radar except during decadal droughts.

Is the amount of water used in production by itself meaningful?

Wouldn't using a lot of water efficiently in an area with plenty of water be more sustainable than using a little ineffieintly in an area with a shortage?
